How to reproduce:
1. Open NVIDIA Control Panel
2. In the left side of the window, select the “Set up G-SYNC” option
3. Enable the “Enable G-SYNC, G-SYNC Compatible” option
4. Select the “Enable for windowed and full screen mode”
5. In the bottom right corner, click Apply
6. Create and open a new project
7. Drag the Editor window
8. Observe the Editor window and the rest of the screen
Expected result: The Editor window is snappy, no flickering, dimming in the rest of the screen
Actual result: The Editor window is laggy, sometimes the screen flickers, dimmers
Reproducible with: 2022.1.0a1, 2022.3.62f1, 6000.0.49f1, 6000.1.3f1, 6000.2.0b1
Reproducible on: Windows 10
Not reproducible on: No other environments tested
