How to reproduce:
1. Open Unity Hub
2. Install any version with all four language packs installed
3. Create and open a new project
4. Apply any language other than English in Edit > Preferences > Languages > Editor Language
5. Return back to English
6. Observe the main Toolbar

Expected result: The Editor returns back to English fully
Actual result: Some words and phrases stay in the other language

Reproducible in: 2021.3.44f1, 6000.0.22f1
Could not test in: 2021.3.45f1, 6000.0.23f1 (unreleased versions), 2022.3.50f1 (Language Pack and Documentation download errors in Hub)

Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested

Notes:

If there are any package errors in the project, it will not reproduce
Tools that are not in the other language, will sometimes not respond to clicks (they will not expand)
The Editor returns to English after it is restarted
