The "Edit Angular Limits" changes place when enabling "is Kinematic"

After reviewing the comments, closing this as "As Designed"
How to reproduce:
1. Open the “ConfigurableJoint“ project
2. Open the “SampleScene“
3. Select “b“ GameObject
4. In the Inspector tab, navigate to the Configurable Joint component
5. Select Edit Angular Limits
6. Enable “is Kinematic“ on the Rigidbody component
7. Observe the “Editing Angular Limits“
Expected result: “Editing Angular Limits“ is seen on GameObject “b“
Actual result: “Editing Angular Limits“ is seen on GameObject “a“
