Moving mouse over the rebinding field in the shortcut manager throws errors

Reproduction steps:

1. Open newly created project
2. Open Shortcuts
3. Double-click on “Shortcut” to edit
4. Move your mouse around

Expected result: No error in the Console
Actual result: Error message in the Console “UnityEngine.GUIUtility:ProcessEvent (int,intptr,bool&) (at C:/myunityunity/Modules/IMGUI/GUIUtility.cs:189)”
