Embedding HDRP config package not working correctly

Versions tested: 6000.0 and 6000.1 streams

Does not reproduce on: 7000, 22.3.56f1

Steps to reproduce:

1) Start a new empty HDRP template

2) Open HDRP Wizard

3) Click on "Embed HDRP Config package"

4) Check project's Package folder and observe no local copy has been copied there

Reproduces both on Windows and Mac
