The Graph Debug Window can be right clicked through and the Node Workspace is manipulated instead

Right clicking the Debug Window no longer shows the menu for what is under it.

Steps to reproduce:

Open any Project with the VFX Graph installed
Create any VFX Graph Template and open it
Enable the Graph Debug Information Window with the Bug Icon Button in the top right of the VFX Graph Window
Right Click anywhere in the Graph Debug Information Window

Actual results: The Graph Debug Information Window can be right clicked through to the Node Workspace and Node Workspace options are opened

Expected results: The Graph Debug Windows options open instead and the Node Workspace cannot be manipulated through it

Reproducible with versions: 6000.0.33f1, 6000.1.0b1

Can’t test with versions: 2022.3.55f1 (No Graph Debug Info Window)
