Editor panel focus gets switched when the arrow keys are pressed while in Play Mode

How to reproduce:
1. Create a new project
2. Enter Play Mode
3. Make sure the Game view is focused
4. Press the left arrow key

Expected result: the focus remains on the Game view
Actual result: the focus moves to another Editor panel (the Hierarchy in the Default layout)

Not reproducible with: 2020.3.43f1, 2021.3.16f1, 2022.2.0a10
