Search window doesn't open by shortcut key when a package from the Package Manager window is selected

How to reproduce:
1. Open a Unity project
2. Open the Package Manger and select any package
3. Press the Search shortcut key (default is Ctrl + K)

Expected result: Search window appears
Actual result: Search window doesn’t appear

Reproducible with: 2022.2.0b7, 2022.2.6f1
Not reproducible with: 2020.3.46f1, 2021.3.20f1, 2022.2.0b6, 2023.1.0b8, 2023.2.0a6
Fixed in: 2022.2.7f1
