UI Builder Inspector and left side bars are not scrollable when window is resized to be smaller

Steps to reproduce:
1. Create a new project
2. Create UI Document (Create > UI > UI Document)
3. Double-click on the newly created UI Document to open UI Builder window
4. Drag Visual Element into Hierarchy section and click on it to see the information in Inspector
5. Resize window to make it smaller
6. Observe the Inspector and the left side bars

Actual results: Bars are not scrollable and not all of the items/sections can be seen
Expected results: Bars are scrollable and all of the items/sections can be seen

Reproducible with versions: 2021.3.52f1, 2022.3.63f1, 6000.0.51f1, 6000.1.7f1, 6000.2.0b5

Tested on (OS): macOS Sequoia 15.4 (M4)

Note: On 2021.3.52f1 and 2022.3.63f1 all Inspector elements are visible when scrolling down
