UI Toolkit: UI Document asset has broken links to its documentation

Thanks for the report! This is being tracked as feature work already.

Steps to reproduce:

Create a project
Go to "Project" -> "Asset" section -> right click ->Create ->UI Toolkit -> UI Document ->leave default proposed name -> click "Save"
Go to "Inspector" tab
Click help icons next to "New UXML Template Import Settings" and "New UXML Template"

Actual result: User gets "Sorry... that page seems to be missing!" for both clicked links. Added screenshot in the "Attachments" section.

Expected result: User should get proper documentation pages.

Reproducible with: 2022.2.9f1, 2023.1.0b7, 2023.2.0a5.

Not reproducible with: 2020.3.46f1, 2021.3.20f1 - help icons not displayed.
