Unity Version Control window Pending Changes tab’s Item checkbox is unresponsive when clicked and the item list is empty

Posponed for now as we plan to do a UX redesign in the short term that will end up fixing this one.

Steps to reproduce:

Create a new Unity project using the Universal 3D template
Open the Unity Version Control window (Window > Version Control > Unity Version Control)
Create a workspace
Check in all pending changes
Click the Item checkbox
Observe the Item checkbox

Actual results: The Item checkbox is not responsive and has no visual indication that a user cannot click it (for example greyed out)

Expected results: The Item checkbox is either responsive or is greyed out

Reproducible with versions: 6000.0.60f1, 6000.2.8f1, 6000.3.0b7, 6000.4.0a3

Tested on (OS): MacOS Silicon Sequoia 15.6.1
