The fixed proposed was already implemented (https://github.cds.internal.unity3d.com/unity/com.unity.template.urp-sample/commit/606343959be9c542a625479874b0326cce152537) and it has been fixed in the 6000.0.22f1 version of the URP Sample Scene.
How to reproduce:
1. Create a new URP 3D Sample project
2. Open the "TerminalScene" scene
3. Open the Game View
4. Click and drag the mouse inside the Game View to cause the redrawing
5. Observe the results
Expected results: No white light suddenly appearing and flickering
Actual results: White light flickers and the background has lighting glitches sometimes
Reproducible with: 6000.0.16f1, 6000.0.22f1
Not reproducible with: 2021.3.44f1, 2022.3.49f1, 6000.0.15f1
Reproducible on: macOS Sequoia 15.0 (M1)
Not reproducible on: No other environment tested
