Steps to reproduce:
1. Create a Shader Graph with the property "Foam Smoothness" and set the reference to _FoamSmoothness
Actual results: There is conflicts between properties even if water is disabled
Expected results: There shouldn't be any conflicts.
Reproducible with versions: 2023.3 / 2023.2 / Unity 6
Not reproducible with versions: 2022.3
