Editor sometimes crashes when creating a new Windows form window

Reproduction steps:

1. Open the attached “WinFormTest” project
2. Open the “SampleScene” scene
3. Enter the Play Mode
4. Exit the Play Mode
5. Repeat steps #3 and #4 five times

Expected result: No errors or crashes
Actual result: Error pops up “Could not register window class, win32 error 127”, closing which results in a crash

Reproducible with: 2020.3.40f1, 2021.3.11f1
Not reproducible: 2020.3.41f1, 2020.3.42f1, 2021.3.12f1, 2022.1.23f1, 2022.2.0b16, 2023.1.0a21
