All editor documentation links lead to missing pages

Repro:

1. Open a new project in an editor install where the Documentation module is not installed.
2. Setup UI Toolkit component. (i.e. Gameobject -> UI Toolkit -> UI Document)
3. Click on any UI Toolkit 'Open Reference' button.

Expected Outcome: Documentation opens successfully.
Actual Outcome: Missing page - confirmed for Style Sheet Importer, Panel Settings, UI Document, VisualTreeAsset.

Note the documentation links work fine when the Documentation module is installed.
