Build error Troubleshoot button links to an empty web page when encountering Gradle Error

Reproduction steps:
1. Open the attached Project “BugRepro”
2. Build the Project
3. Upon failing, press the “Troubleshoot” Button when prompted
4. Observe the page

Expected result: Troubleshoot links to a page with information
Actual result: Troubleshoot links to an empty page

Reproducible with: 2021.3.20f1
Couldn’t test with: 2020.3.45f1 (Gradle errors), 2022.2.9f1, 2023.1.0b5, 2023.2.0a4 (No Troubleshooting Button present)

GradleErrorPopup is a project I ([Internal link]) created to cause a gradle error on a blank project that will always show the troubleshooting button. This issue reproduces on 2022.2 and 2023.2 as well.
