Steps to reproduce:
1. Open the attached user's project "XRM-Settings-Bug.zip"
2. In the Project Settings open the OpenXR settings
3. Observe the reimport loop
Expected results: Editor finishes reimport
Actual results: The editor gets stuck in a reimport loop
Reproducible on: XR management 4.1.0 - 4.3.3 (2021.3.27f1, 2022.3.4f1)
Not reproducible on: 2023.2.0a21
Could not effectively test on 2023.1.2f1 due to package importing loop starts after opening the Editor
Environment Tested on: Windows 10
Notes:
-We got into this state from the zipped-up project which did not contain project settings prior to the import
