Editor can't be used after right-clicking on a scene tab

How to reproduce:

1. Create a new Unity project
2. Right-click on scene tab

Expected result: Menu with some options appears.

Actual result: Menu doesn't appear, you can't click on any of the tabs anymore, editor is semi-freezed.

Reproduced with: 2022.2.0a17, 2022.2.0a1.
Didn't reproduce with: 2022.1.6f1, 2021.3.5f1.

Note: reloading the editor fixes the problem.
