Render Graph Viewer window cannot be scrolled when mouse is hovering over the resources or passes

Steps to reproduce:
1. Create a project
2. Open Render Graph Viewer window (Window > Analysis > Render Graph Viewer)
3. Scroll down or to the right when hovering the mouse over the resources or passes sections

Actual results: Nothing gets scrolled
Expected results: Graph is being scrolled

Reproducible with versions: 6000.0.43f1, 6000.1.0b11, 6000.2.0a7
Can’t test with versions: 2021.3.50f1, 2022.3.60f1 (no Render Graph Viewer)

Tested on (OS): macOS Sequoia 15.3 (Intel)
