GPU hangs when when a VFX is visible after being culled

How to reproduce:

1. Create VFX and drag it to the scene
2. Turn scene view camera away so VFX to cull VFX
3. Turn scene view camera so VFX would be visible
4. Observe GPU hang (we are no longer able to interact with the Editor, and get visual artifacts)
