System.InvalidOperationException error when building the project for UWP

How to reproduce:
1. Open the attached project “TestNonPorted.zip”
2. Build the project for UWP

Expected results: Build if successful
Actual results: Build fails with errors “System.InvalidOperationException: Failed to compare two elements in the array.”

Reproducible with: 2020.3.40f1
Not reproducible with: 2020.3.41f1, 2020.3.42f1, 2021.3.15f1, 2022.1.23f1, 2022.2.0f1, 2023.1.0a21
