Blocks are harder to reorder when dragging to the upper side of graph

How to reproduce:

1. Create any graph
2. Select the part that contains block name
3. try dragging it to the top (above other block)

Expected result: yellow placeholder appears and you are allowed to drag block to the top of the context

Actual result: yellow arrow dows not appear and block cannot be moved as well as sometimes when clicking on the block name bool port is being dragged sometimes
