can't use image store in GameResources folder

Steps to repro:

• Create new Project with Unity 2021.3.10f1
• Create folder with the name GameResources
• Put an image (in my case it's a PNG) into the new folder (I called it background)
• Open UI Builder
• Create VisualElement
• Try to set the background of the new VisualElement to the image (e.g. Texture)
