Shift key prevent the use of SceneView tool shortcuts

Reproduction steps:

1. Create and open a new project
2. Select SceneView window
3. Press and hold 'Shift' key
4. Try engaging FPS tool by 'Mouse 1'

Expected result: FPS tool is engaged.
Actual result: FPS tool is not engaged.
