Steps to reproduce:
1. Open the attached user's project "T1490080.zip"
2. Select the "Assets/christmas_photo_studio_01_1k.exr" file to view it in the Inspector
3. Set the Convolution Type to None, and enable Border Mip Maps. View a lower mip level in the preview and notice the color is not bleeding.
4. Change the Convolution Type to either Diffuse or Specular and check again a lower mip level. Notice the light is separated incorrectly.
Expected: Border Mip Maps prevents color bleeding, even when Convolution is enabled
Result: Border Mip Maps has no effect when Convolution is on.
Reproducible on: 2020.3.45f1, 2021.3.19f1, 2022.2.7f1, 2023.1.0b5, 2023.2.0a4

-Reproducible with both Built-in and Universal RP
-A video (Cubemap_BorderMipMapsIgnored.mp4) is attached demonstrating the issue
-The Border Mip Maps option works fine when Convolution is set to None. However, if it’s set to either Specular or Diffuse, the colors start bleeding, more noticeably in lower mip levels
