Boot.config file's date modified timestamp is being changed every time Unity starts

Reproduction steps:
1. Create a new Unity project
2. In the Project files go to ProjectSettings folder
3. Notice the date modified timestamp on boot.config file
4. Close Unity and open the project again
5. Look at the date modified timestamp on the same boot.config file

Expected result: Boot.config date modified timestamp remains the same after restarting Unity
Actual result: Boot.config date modified timestamp is being changed every time Unity starts, even though the file is empty or the settings regarding it remains the same

Reproducible with: 2021.2.0b1, 2021.2.14f1
Couldn't test with: 2019.4.36f1, 2020.3.30f1, 2022.1.0b10, 2021.2.0a21, 2022.2.0a6 (boot.config file is not available)
