Fixed overlapped UI elements not being picked based on the order they are rendered.

How to reproduce:
1. Open the user-attached project “UGUI Problem”
2. Open the “SampleScene” scene
3. In the Scene View, click on the Button
4. Observe the selection

Expected result: The Button is selected
Actual result: The parent Canvas is selected

Reproducible with: 2020.3.38f1, 2020.3.41f1, 2021.3.12f1, 2022.1.20f1
Not reproducible with: 2020.3.37f1, 2022.2.0a1, 2022.2.0b12, 2023.1.0a15

Reproducible on: Windows 11 Pro

Workaround: Click on the Button for a second time or select the Button in the Hierarchy
