HDRenderPipelineGlobalSettings.asset stores some APV data for every new scene saved but never deletes it, accumulating large amounts of useless data and causing merge conflicts

How to reproduce:
1. Create a new HDRP project
2.1. Add a sub-scene
2.2. Edit the sub-scene (create some objects) and save it
3. Observe the HDRenderPipelineGlobalSettings.asset (APV Scenes Data)
4. Repeat steps 2.1-3 a couple of times
5. Delete the sub-scenes
6. Observe the HDRenderPipelineGlobalSettings.asset again

Expected results: Items are added to lists when scenes are saved and removed when scenes are deleted
Actual results: Items are added, but never removed when deleting scenes

Not reproducible with: 2021.3.34f1, 2023.2.7f1, 2023.3.0b4
