The Ragdoll Builder window has no scrollbar making elements unreachable unless the window is resized

Steps to reproduce:

1. Create a new Unity project using the Universal 3D template
2. Open the Ragdoll Builder window (GameObject > 3D Object > Ragdoll)
3. Open the Advanced Bone Setup foldout
4. Resize the Ragdoll Builder window to be smaller so it hides some elements
5. Observe the Ragdoll Builder window

Actual results: There is no scrollbar or scrolling

Expected results: There is a scrollbar

Reproducible with versions: 6000.0.50f1, 6000.0.73f1, 6000.3.13f1, 6000.4.3f1, 6000.5.0b4, 6000.6.0a3

Not reproducible with versions: 6000.0.49f1

Tested on (OS): MacOS Silicon Tahoe 26.3
