Release tests fail when Input System package is installed

How to reproduce:
1. Open the “TestProblemRepro.zip“ project
2. Press Test Automation → Build for Testing in the menu
3. Observe the Console

Expected result: No errors are seen
Actual result: Errors regarding the Input System package are seen

Reproducible with: 1.5.1 (2022.3.4f1), 1.6.3 (2021.3.29f1, 2022.3.6f1, 2023.1.6f1, 2023.2.0b1)

Reproducible on: Windows 10, Windows 11
