“Sorry, no templates match the search “”” message is not informative when creating a new Project in the Hub with Custom Template filtering enabled but no Custom Templates created

Steps to reproduce:

1. Open the Hub
2. Make sure there are no Custom Templates created in the Hub
3. Click the "New project" button
4. Filter by "Custom"
5. Observe the Hub

Actual results: “Sorry, no templates match the search “”” message is shown, but no search was initiated so the message is not accurate

Expected results: "No custom templates" is shown

Reproducible with versions: 3.18.0

Tested on (OS): MacOS Silicon Tahoe 26.3, Ubuntu 24.04

Notes:

• Shows correct message in the "Templates" tab "No custom templates" but the message in the "New project" tab is “Sorry, no templates match the search “”” even when no search functionality was used
