Shortcuts and view tool stops working when the Editor recompile

Reproduction steps:
1. Open the attached “BugRepro” project
2. Try to move around in the Scene View

Expected result: The Scene View responds to actions and moves
Actual result: The Scene View is stuck, not moving

Reproducible with: 2022.3.14f1, 2022.3.36f1, 6000.0.9f1
Not reproducible with: 2021.3.40f1, 2022.3.13f1

Reproducible on: Windows 10
Not reproducible on: No other environment

• If the issue does not reproduce, try to cause a Unity to recompile
