Visual artifacts in the Skybox when disabling Cast Shadows in an Unlit Shader Graph used in the Skybox Material

Reproduction steps:
1. Open the “ReproProject“ project
2. Open the "Assets/Scenes/SampleScene" scene
3. Open the Lighting Window (Window > Rendering > Lighting)
4. Make sure the Skybox Material property in the Environment section is set to “Assets/Skybox_mat“
5. Observe the Game View
6. Rotate/Look around in the Scene View

Expected result: The view is gray
Actual result: There are visual artifacts in the view

Reproducible with: 2021.3.33f1, 2022.3.14f1, 2023.2.0b8
Not reproducible with: 2023.3.0a16
Fixed in: 2023.2.0b9

Reproducible on: Windows 11 Pro (22H2)
Not reproducible on: No other environment tested

Note:
The user reported that the issue does not appear in 2022.3.7f1. I didn’t manage to reproduce it with Cast Shadows disabled, however, it did reproduce with Cast Shadows enabled so the issue still appears
