Shortcuts that use Shift modifier and Numbers Row are not triggered

Steps to reproduce:

1. Open the attached project
2. Open the New Shader Graph asset 
3. Focus Graph window and press the Shift+1 shortcut to toggle the Blackboard

Actual results: Shortcut action is not performed

Expected results: Shortcut action is performed, toggling the Blackboard

Reproducible with versions: 6000.1.0b14, 6000.1.2f1, 6000.2.0a10
Not reproducible with versions: 2022.3.61f1, 6000.0.48f1, 6000.1.0b13

Reproducible on (OS): Ubuntu 24.04
Not reproducible on (OS): macOS 15.4.1

Notes:

• Shortcuts that use the ALT modifier are triggered successfully (Tested with ALT+1 in ShaderGraph)
