Preferences Button is replaced with the loading icon whenever a Search Background Task is active

Steps to reproduce:

1. Create a "Universal 3D Sample" Project
2. Navigate to Window > Search > New Window
3. Observe the Preferences button in the bottom right of the Search Window
4. Search for "scene"
5. Observe and Click on the loading icon in the bottom right of the Search Window

Actual results: The Preferences button is replaced with the loading icon whenever a Search Background Task is active, Loading icon acts as the Preferences button

Expected results: Loading icon should appear next to the Preferences button and shouldn't have the Preferences button's functionality

Reproducible with versions: 2022.3.29f1

Not reproducible with versions: 2023.1.20f1, 2023.2.20f1, 6000.0.4f1

Can’t test with versions: 2021.3.39f1 (No loading icon)

Tested on (OS): Windows 11, macOS Sonoma M1
