Motion Blur 'Halo' artifacts when using HDRP

Reproduction steps:

1. Open the attached “Repro” project
2. Open the “Assets/Scenes/SampleScene.unity” Scene
3. Enter the Play Mode
4. Take a screenshot of the Game View
5. Observe the Character in the middle of the screenshot

Expected result: The background around the Character is blurry and the Character is not
Actual result: There’s a visible halo around the Character
