OpenXR cannot be enabled or disabled via script

Reproduction steps:
1. Open the attached “My project.zip“ project
2. Make sure that the “Android” platform is selected
3. Open XR Plug-in Management in the Project Settings and make sure that Android settings tab is selected
4. Click on “Disable OpenXR” selection in TEST dropdown menu
5. Observe the OpenXR toggle in the Project Settings

Expected result: OpenXR is disabled
Actual result:OpenXR is still enabled

Reproducible with: 4.4.0 (6000.0.0b13), 4.4.1 (2021.3.36f1, 2022.3.22f1, 2023.2.16f1, 6000.0.0b13)

Reproduced on: macOS Sonoma 14.3 (Intel), Windows 10 (by the reporter)
Not reproduced on: No other environment tested

Notes:

• Issue is not reproducible if Project Settings window is opened only after disabling OpenXR
• Enabling and disabling ARCore works as expected
