Search: UI Icon for scroll bar overlaps with saved searches panel

Repo steps:

1. Open Unity Scene
2. Open Window > Search > New window
3. Click the "saved searches panel" under the search bar 
4. Resize the window by moving the bottom of the window all the way to the top

Expected Result: UI stops overlapping 

Actual Result: UI overlaps in the menu

 

Reproducible with: 2023.1.0b11, 2023.2.0a9

Not Reproducible with: 2021.3.21f1

Cannot test with: 2020.3.46f1, 2022.2.13f1 (scroll bar doesn't exist)
