Internal Package Manager window lines become duplicated or split into two when the window is docked

Steps to reproduce:

1. Create a project
2.  Go to Window > Package Management > Package Manager
3. Adjust a bit window views
4. And dock it

Actual results: Instead of one line user gets two lines. Screenshots and recording is added below in the "Attachments" section.

Expected results: A user always should see only one line.

Reproducible with versions: 6000.0.44f1, 6000.1.0b12, 6000.2.0a7

Not reproducible with versions: -

Can’t test with versions: 2022.3.59f1 window has an old UI.

Tested on (OS): Apple M1 Max - Sequoia 15.3.2
