Foveation is not present when the Player is built with Vulkan and the Fixed Foveated Rendering option enabled

Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/Scenes/FFR.unity” Scene
3. Switch to the Android Platform
4. Build and Run on Quest 2
5. Observe the Player

Expected result: Foveation does not exist
Actual result: Foveation is present on the sides
