ToS cannot be signed when switching user on the same project

Steps to reproduce:

1. Log in to Unity Hub with a user
2. Open a Unity Project and set it up for AI. Click the AI button, accept the ToS. Open AI Assistant and perform a conversation. Verify that it works.
3. Log out of Unity Hub
4. Log in to Unity Hub with another user that has not signed to ToS
5. Open the Project (There will be no way to sign the ToS)
6. Try closing and reopening the project for the same result.
