"'SafariServices/SafariServices.h' file not found" error in Xcode when building a project containing Authentication package

Reproduction steps:
1. Create and open a project for tvOS platform
2. In the Package Manger (Window > Pacakge Manager), install the Authentication package
3. Build the project in the Editor for tvOS
4. Build the project in Xcode

Expected result: The Xcode build is successful
Actual result: “SafariServices/SafariServices.h' file not found” and “SafariServices is not available when building for tvOS…” errors are logged in Xcode

Reproducible with: 3.1.0 (2021.3.46f1, 2022.3.52f1), 3.3.3 (2021.3.46f1, 2022.3.52f1, 6000.0.27f1, 6000.1.0a4)
Not reproducible with: 3.0.0 (2021.3.46f1, 2022.3.52f1)

Reproducible on: AppleTV (tvOS 18.1)
Not reproducible on: No other environments tested
