The projected Decals contain stretch-like artifacts when used on curves or edges

This is a limitation of how decal works. To fix it you can used "angle fading" that will fade contribution of decal based on curvature. This option is available only when Decal layers is enabled (technical limitation)
Reproduction video:
1. Open the attached “ASDQWE” project
2. Open the “Assets/Scenes/SampleScene.unity” Scene
3. Enter the Play Mode
4. Inside the Game View, hold the right mouse button to aim
5. Press the left mouse button to spawn a decal once you have aimed at an edge or a curve
5. Observe the decal
Expected result: The spawned decal contains no artifacts
Actual result: The spawned decal contains stretch-like artifacts near its edge
