How to reproduce:
1. Open the attached project “Adventure6000.zip“
2. Open File → Build Profiles → Android
3. Under Platform Settings, expand Android Settings
4. Observe the Warning message under Debug Symbols
5. Open Window → Package Management → Package Manager → Unity Registry
6. Select the “Cloud Diagnostics” Package
7. Observe the “Cloud Diagnostics” Package
Expected result: The warning “The Unity Cloud Diagnostics service is enabled […]“ is only present when the “Cloud Diagnostics” Package is installed and enabled
Actual result: The warning displays “The Unity Cloud Diagnostics service is enabled […]“, but the “Cloud Diagnostics” Package is not installed
Reproducible with: 2023.3.0a19, 6000.0.50f1, 6000.1.7f1, 6000.2.0b3
Not reproducible with: 2023.3.0a18
Could not test with: 2022.1.0a4 (Crash), 2022.3.62f1 (Feature not present)
Reproducible on: MacOS 15.5 Silicon (M1 Pro), Win 11 (User)
Not reproducible on: No other environment tested

- I tried removing all the packages, but the warning message persists
- Opening a blank project does not result in the same error
