Unfortunately this seems to be an issue with a 3rd party product (Google Ads Unity plugin). It is not something that the Unity Ads team can address. Please reach out to their support system if this is still an issue.

How to reproduce:
1. Open the "IN_47063" project
2. Press File -> Build And Run
3. In the Player press the "Play" button

Expected result: ads pop-up
Actual result: ads don’t pop-up

Reproducible with: 2021.3.28f1, 2022.3.5f1, 2023.1.4f1, 2023.2.0a23

Reproducible on: Windows 10 Pro

Notes:

Not reproducible in the Editor
Reproducible on these platforms: WebGL, Windows Standalone and Android
