Assembly definition "Any Platform" checkbox is useless and does not follow nested checkbox rules

How to reproduce:
1. Create and open a new project
2. Create a Scripting > Assembly Definition file in the Project tab
3. Select the file and uncheck the “Any Platform“ checkbox in the Inspector
4. Observe the “Platform“ section in the Inspector

Expected results: Before unchecking the “Any Platform“ all platforms are checked and after unchecking, all platform checkboxes get unchecked, indicating that all platforms are excluded in the Assembly Definition and “And Platform“ acts as a parent checkbox that controls the children platforms
Actual results: “Include Platforms” changes to “Exclude Platforms“ and all platform checkbox states get flipped, which indicates, that the actual state of all platforms hasn't changed

Reproducible in: 2022.3.58f1, 6000.0.39f1, 6000.1.0b7, 6000.2.0a4
