Search window Shortcuts are not functioning when certain areas of the window are focused

Search: Fixed shortcuts in the Search window not working depending on the focused area.

Steps to reproduce:

1. Create a new project

2. Open the Search window

3. Left-click on the Search window tab or right below the Label for saved Project queries in the Saved Searches Panel

4. Press F1 or F3 to trigger a shortcut for 'Toggle Query Builder Mode' or 'Open Saved Searches Panel'

Actual results: The editor does not register the Shortcut input

Expected results: The shortcut is functional and the correct action is performed

Reproducible with versions: 2023.1.0a15, 6000.0.10f1

Not reproducible with versions: 2021.3.39f1, 2022.3.37f1, 2023.1.0a14

Tested on (OS): macOS 14.5, Ubuntu 22.04
