Unable to select a MonoBehaviour Script in the Project window when it is moved to another folder and the Editor is restarted

How to reproduce:
1. Open the attached project "My project (1).zip"
2. Close the Editor
3. Open the Assets folder with Windows Explorer
4. Move "NewMonoBehaviourScript.cs" and "NewMonoBehaviourScript.cs.meta" into the "New Folder" directory using Windows Explorer
5. Open the project
6. Select Assets/New Folder/NewMonoBehaviourScript.cs in the Project window

Expected results: "NewMonoBehaviourScript.cs" is selected
Actual results: "NewMonoBehaviourScript.cs" is not selected

Reproducible with: 6000.0.22f1, 6000.0.31f1, 6000.1.0a8
Not reproducible with: 2021.3.47f1, 2022.3.54f1, 6000.0.21f1

Reproducible on: Windows 11 23H2
Not reproducible on: No other environment tested
