MOAS (Mute Other Audio Sources) inconsistent behaviour on Android devices

1. What happened

MOAS (Mute Other Audio Sources) does not mute Spotify app OR mute both Unity app and Spotify app on certain Android devices

Actual Behaviour:

• Both Spotify and in-app audio are playing. (2023.2.0+, Samsung SM-T575, as reported by the client)
• Both Spotify and in-app audio are muted. (2022.3.11+, Google Pixel 4a, tested locally. However it seems to be working correctly in 2023.2.0+)

Expected behaviour: In-app audio is playing while Spotify is muted

2. How can we reproduce it using the example you attached

• Build and open the app.
• While in, open the notification bar and resume Spotify music.
• Witness that upon closing the notification bar, both Spotify and in-app audio are playing OR both Spotify and in-app audio are muted

A similar fix was previously implemented https://issuetracker.unity3d.com/issues/android-muteotheraudiosources-not-muting-background-music-when-starting-the-player but it probably didn't cover this case?

Note: Issue was not reproducible by CQA
