How to reproduce:
1. Open the attached project "IN-55643.zip"
2. Open Assets/test.uxml
3. Select the Project tab in the UI Builder window
4. Hover the mouse over "MyCustomControl"

Expected results: UI Builder theme is light
Actual results: UI Builder theme is half light and half dark

Reproducible with: 2021.3.31f1, 2022.3.10f1, 2023.1.15f1, 2023.2.0b11, 2023.3.0a11

Reproducible on: Windows 11 22H2
Not reproducible on: No other environment tested

Notes: The Editor should be set to the light theme
